初见金华 

金华古称婺州，据《金华府志》云：“金星与婺女争华”，故曰金华。辖婺城、金义新区（金东区）2个区，兰溪、东阳、义乌、永康4个县级市，浦江、武义、磐安3个县，面积1.1万平方公里，其中市区建城区面积78平方公里；常住人口560万。素有“历史文化之邦、名人荟萃之地、文风鼎盛之城、山清水秀之乡”的盛誉。

First Sight of Jinhua

Jinhua was named as Wuzhou in ancient times. According to Jinhua Local Chronicles, the name of Jinhua, literally meaning “shining like gold”, comes from a legend where the “Golden Star” (Venus) and Lady Wu compete to outshine each other. Under its administration, there are 2 districts (Wucheng District and Jindong District), 4 county level cities (Lanxi City, Dongyang City, Yiwu City and Yongkang City), and 3 counties (Pujiang County, Wuyi County and Pan’an County). It covers an area of 11,000 square kilometers, including 78 square kilometers of urban construction area, with permanent population of 5.6 million. 第一章 优势篇

Chapter One: Advantage

（一）悠久的人文历史

金华历史建制久远，文化底蕴深厚。古属越国地，秦入会稽郡。三国吴宝鼎元年（266）置东阳郡。南朝陈天嘉三年（562）改置金华郡。隋开皇十三年（593）改置婺州。元至正二十年（1360）改为金华府。1985年5月设金华市。金华素有“小邹鲁”之称，文化兴盛，名人辈出。历史名人文有宋濂、武有宗泽、道有黄大仙、医有朱丹溪、曲有李渔。近现代名人有史学家吴晗、文学家冯雪峰、国画大师黄宾虹、一代报人邵飘萍、人民音乐家施光南、诗人艾青和潘漠华、科学家严济慈和蔡希陶等。金华民俗文化极具特色，以斗牛、婺剧、迎会、道情、兰溪滩簧、浦江抬阁、永康《十八蝴蝶》、磐安龙虎大旗等为代表的地方文化和金华火腿、酥饼、寿生酒等饮食文化源远流长。

1.Long Humanity History

       Jinhua has a long history and profound culture. In ancient times, it belongs to the State of Yue, and became a part of Guiji County since Qin dynasty. In the first year of Wu Baoding Period of the Three Kingdoms (266), it was set up as Dongyang County. In the 3rd year of Chen Tianjia Period of the Southern Dynasties(562), the region was set up as Jinhua County. In the 13th year of Yang Jian Period of Sui Dynasty(593), it was set up as Wu Prefecture. In the 20th year of Zhizheng Period of Yuan Dynasty, it was named as Jinhua Prefecture. In May 1985, Jinhua City was established. Known as place of confusion, Jinhua, where arts and education are highly respected and valued, has given birth to a myriad of prominent cultural and intellectual figures along the history. They include Song Lian in literature, Zong Ze in the art of war, Wong Tai Sin in Daoism, Zhu Danxi in medicine and Li Yu in opera. In modern times, many Jinhua-born celebrities have earned an important place in the annals of history, such as Wu Han, a historian; Feng Xuefeng, a literary theorist; Shao Piaoping, a journalist; Shi Guangnan, a musician; Ai Qing and Pan Mohua, poets; Yan Jici and Cai Xitao, scientists and etc. Folk cultural activities in various forms are distinctively fascinating such as bullfighting, Wu opera, chanting folk tales, dragon lantern festival, Tanhuang in Lanxi, man-carried stage performance in Pujiang, Eighteen Butterflies Dance in Yongkang and Flying Gigantic Dragon and Tiger Flags in Pan’an. It is also the birthplace of Jinhua ham, flaky pastry and Shousheng yellow rice wine which enjoys global popularity with a long history and unique style.

地处浙江之“心”，区位优势明显。历来是交通要塞，境内现有沪昆、金温、金千铁路和杭长客专、金丽温铁路，每天有248趟高铁经停金华站及金华南站，到上海仅需1小时40分钟，到杭州只需40分钟；正在建设金义东轨道交通、金台、金甬、金建、杭温等高标准铁路，临金、义东永、杭绍金台等高速公路，金义中央大道、金兰中线、金武快速路等城际快速路。铁路货运优势明显，“义新欧”国际班列直达欧洲和中亚，开通12条线路，辐射37个国家；义甬舟开放大通道连接“海上丝绸之路”，开通3列铁海联运集装箱专列。义乌机场已开通直飞香港、曼谷等国际国内航线20多条，到广州每天5班，东阳横店通用机场已通航运营。金华还是浙江省第二大信息传输交换枢纽，现有2条国家一级、10条国家二级光缆干线通过。

2.Superior Regional Traffic

Located in the heart of Zhejiang Province, Jinhua enjoys superior regional traffic. It has always been a traffic fortress. There are Shanghai-Kunming Railway, Jinhua-Wenzhou Railway, Jinhau-Qiandaohu Railway, Hangzhou-Changsha Passenger-special Railway and Jinhua-Lishui-Wenzhou Railway. 248 high-speed trains pass through Jinhua Station and Jinhua South Station every day. And it only takes one hour and 40 minutes from Jinhua to Shanghai and 40 minutes to Hangzhou. Several railways are under construction, such as Jinhua-Yiwu-Dongyang Railway transportation, and high standard railways as well such as Jinhua-Taizhou Railway, Jinhua-Ningbo Railway and Jinhua-Jiande Railway. Expressways are no exception, including Linan-Jinhua Expressway, Yiwu-Dongyang-Yongkang Expressway, Hangzhou- Shaoxin-Jinhua-Taizhou Expressway. Jinyi Central Avenue, Jinlan Middle line, Jinwu Expressway and other intercity expressways are under construction as well. Jinhua has obvious advantages in freight railway. CRE runs directly to Europe and Central Asia. It has opened 12 routes and covers 37 countries. Yiyongzhou Great Openging Channel is connected to the Maritime Silk Road, and three special rails and sea container trains have been opened. Yiwu Airport has opened more than 20 direct flights to Hong Kong, Bangkok and other international and domestic destinations, with 5 flights to Guangzhou every day. Dongyang Hengdian General Airport has been put into operation. Jinhua is also the second largest information transmission and exchange hub in Zhejiang Province, with 2 national level 1 and 10 national level 2 optical cable main lines passing through.

（三）宜居的生态环境

金华山清水秀、生态优良，全市森林覆盖率稳定在61%以上，有全省最好的Ⅰ类饮用水，浙中生态廊道建设初见成效，成为全国首个地级市国家森林城市群建设试点。同时，蓝天、碧水、净土、清废等环境治理组合拳深入推进，“污水零直排区”建设、城乡生活垃圾分类全市域推开，全市43个地表水断面水质均达到或优于Ⅲ类，连续五年荣获治水“大禹鼎”，全市131个小城镇全部通过省级达标验收，其中46个获评省级样板。

 3.Livable and Ecological Environment

With good natural scenery, Jinhua has managed to preserve a friendly ecological environment, as evidenced by over 60% of forest coverage and having the province's bestⅠkind of drinking water. The construction of ecological corridor in middle Zhejiang province has achieved initial results, thus Jinhua has became the 1st prefecture-level construction pilot of national forest urban cluster. Meanwhile, comprehensive environment management measures are practiced which bring blue sky, clean water and land back. Jinhua builds zero-discharge sewage zones, and promotes the separate of urban and rural household waste throughout the city. The surface water quality of 43 sections in the whole city meet or exceed Ⅲ class. Jinhua has won “Dayu Tripod Award” for water control for five consecutive years. 131 small towns in the city passed the provincial standard acceptance inspection, among which 46 were rated as provincial samples.

4.Rich Tourist Resource

Jinhua offers a rich variety of natural sceneries and cultural attractions. Jinhua Mountain, Double Dragon Cave, Jinhua Ancient City, Hengdian World Studio and Zhuge Diagram Village in Lanxi are well-known and popular with visitors. Jinhua has won the titles of National Historical and Cultural City, China's Excellent Tourist City, National Health City, National Garden City, National Forest City, National Model City for Double Support, China's Top Ten Livable Cities, etc. Under Jinhua’s jurisdiction, county-level economies are well developed with local characteristics. 1.Great Market Potential

Jinhua is truly a "big market". there are 91 markets with annual turnover exceeding 100 million yuan and 5 markets with turnover exceeding 10 million yuan. China Commodity City in Yiwu and China Science and Technology Hardware City in Yongkang are renowned both at home and abroad. With a strong  atmosphere of  business startups and innovation, the number of market entities has exceeded 1.137 million, with one "boss" for every 5.2 people. Jinhua is also the hometown of industries with a developed private economy. 2. Mature Industrial Development

Five hundred-billion industries, which are information economy, advanced equipment manufacturing, health and biological medicine, culture, film and television fashion, leisure travel services, grow fastly. There 16 industrial clusters with over ten billion yuan output value. Jinhua successively obtained the over 20 titles of national industrial base such as "China Automobile and Motorcycle Parts Industry Base" and "China Manufacturing and Export Base of Hardware Tools".

信息经济方面。数字经济是金华的“一号产业”，制定实施数字经济发展10条，阿里巴巴、腾讯、京东、新浪等互联网巨头纷纷落户。承办全省工业互联网现场会，加入国家集成电路大基金，数字经济核心产业制造业增加值增速居全省第二。电子商务、快递物流蓬勃发展，2019年网络零售额3166.1亿元、增长16.4%；跨境网络零售出口402.1亿元，占全省的51.7%；数字经济核心产业制造业增加值同比增长15%。淘宝村和淘宝镇数量均居全国第一。快递业务量超过广州跃居全国第一。数字经济产业指数、区域贸易指数均列长三角27城市首位。

Information economy.Digital economy is Jinhua's number one industry. It has formulated and implemented 10 regulations for the development of digital economy, and Internet giants such as Alibaba, Tencent, Jingdong and Sina have settled down in Jinhua. Jinhua organized the on-the-spot meeting of the provincial industrial internet conference, and joined the National Integrated Circuit Big Fund. The growth rate of the added value of the manufacturing industry of the digital economy ranks the second in the province. Here, E-commerce, express delivery and logistics are booming. In 2019, online retail sales totaled 316.61 billion yuan, up 16.4%; cross-border online retail exports reached 40.21 billion yuan, accounting for 51.7% of the province's total. The value added of the core industries of the digital economy grew by 15% year on year. The number of E-commerce village and E-commerce town ranked first in China. The volume of express delivery surpassed Guangzhou and became the first in China. The industrial index of digital economy and regional trade index ranked the first among the 27 cities in the Yangtze River Delta.

先进装备制造方面。金华是新能源汽车示范推广国家试点城市，也是全国新能源汽车商业化营运车辆最多的地级市，形成了以福特、零跑科技、众泰、康迪等企业为代表的整车制造，吉利发动机和新能源动力电池，万里扬、捷孚变速箱和电机、电控等关键零部件以及今飞汽车轮毂等汽车配件制造产业体系。

 Advanced equipment manufacturing.Jinhua is a national pilot city for the demonstration and promotion of new energy vehicles. It is also a prefecture-level city with the largest number of commercial new energy vehicles in China. In the industrial chain, there are vehicle manufacturing enterprises such as Ford, Zero Run technology, Zotye and Condi. Geely produces engine and new energy power battery. Wangliyang and Power Tronic produce gearbox and motor, electronic control and other key components. Jinfei is responsible for wheel hub production.

健康生物医药方面。重点打造金华开发区健康生物产业园，目前已初步形成以医疗服务、生物医药、健康养生为主要业态的健康产业体系，引进了尖峰药业、康恩贝、金岭实业、海南亚峰、科兴生物、花园生物等上市公司和龙头企业。

Health bio-medicine. The Health Biological Industry Park of Jinhua Economic and Technological Development Zone is mainly built. At present, a health industrial system with medical service, bio-medicine and health maintenance as the main business forms has been formed initially. 文化影视时尚方面。国务院发展研究中心公布的中国城市文化发展指数100强排名中，金华列第13位。在浙江省文化发展指数考核中，金华跃居至全省第2位。初步形成了以市区网络文化服务、东阳影视和木雕、义乌文博、浦江书画等为特色的块状产业发展格局。

Culture, movie, film and fashion. Jinhua ranks 13th in the top 100 of China's Urban Cultural Development Index released by the Development Research Center of the State Council. In the cultural development index assessment of Zhejiang Province, Jinhua jumped to the 2nd place in the province. 休闲旅游服务方面。现拥有5个国家级风景名胜区、1个国家5A级旅游区、20个国家4A级旅游区、5个省级风景名胜区、7个省级旅游度假区，旅游总收入破千亿元大关，接待国内外游客破1亿人次。2019年，全市实现旅游收入1580亿元、增长16.9%，双龙风景旅游区列入国家5A级景区创建名单。

Leisure tourism and service. There are 5 national scenic spots, 1 national 5A tourist area, 20 national 4A tourist areas, 5 provincial scenic spots and 7 provincial tourist vacation areas, with the total tourism revenue exceeding 100 billion yuan and the number of domestic and foreign tourists exceeding 100 million. In 2019, the city's tourism revenue reached 158 billion yuan, an increase of 16.9%, and Shuanglong Scenic Area was included in the National List of Creating 5A Scenic Area.

1.婺城区

④ The Comprehensive Land Improvement Block. (2) Jinyi New Area (Jingdong District)

The new area is the fifth provincial new urban area established by the provincial government, with a total planned area of about 661.8 square kilometers. （1）聚焦千亿产业：数字经济、先进装备制造、健康生物医药、文化影视时尚和休闲旅游服务等五大千亿产业项目、列入市县长工程项目以及涉及“一带一路”“三条廊道”建设的重大外资项目，采取“一业一策”“一企一策”的方式予以支持。

（3）加大资金扶持：鼓励外商投资高新技术产业、先进制造业、节能环保产业、研发中心、现代农业和现代服务业，当年到资200—500万美元的，奖励10万元人民币；500—1000万美元的，奖励20万元人民币；1000—3000万美元的，奖励40万元人民币；3000万美元以上的奖励60万元人民币。世界500强企业投资的项目，予以加倍奖励。

支持外资企业在境内和境外发行债券，允许其将境外发债资金回流。支持外资企业开展本外币全口径跨境融资，在一定倍数净资产额度内获得本外币融资。

（4）改进招商方式：通过招商机构、招商顾问等方式招引成功的外资项目，经商务主管部门事先备案、投资方事后确认，按项目实际到资情况给予项目引荐人一定的资金奖励。

3.助推工业经济稳步发展政策（金政办发〔2019〕35号）

(3) Policies to Promote Steady Development of Industry and Economy

（1）围绕智能门(锁)、光电、新能源汽车及配件、电动(园林)工具、磁性及石墨烯材料、生物医药、智能家居、保温杯(壶)等八大重点细分行业，制订培育实施方案，出台“一行业一策”培育政策举措和评价体系。

③ Qualified manufacturing enterprises are supported to utilize their  industrial land to build office and living facilities, such as talent apartments. But the used land should not exceed 15% of the total construction area of industrial projects. For manufacturing enterprises with an annual tax of more than 20 million yuan in the urban area, it is allowed to build office and living supporting facilities such as talent apartments, with at most 15% of the total land area of industrial projects. And the overall balance of the land use can be achieved in the same subject and different plots.

4.加快民营经济高质量发展的若干政策意见（金政发〔2018〕47号）

(4) Suggestions on Accelerating the High-quality Development of the Private Economy

（1）严格落实国家降低企业税费政策。将制造业等行业增值税税率从17%降至16%；将工业企业小规模纳税人的年销售额标准从50万元上调至500万元。下调购销合同印花税核定征收标准，工业企业为70%，商业企业为40%，外贸综合服务企业为30%，其他企业为80%。

① Strictly implement the state policy for reducing enterprise taxes and fees. Cutting VAT rates in industries such as manufacturing from 17% to 16%. （2）加强技术服务平台建设。新认定的国家级、省级、市级企业技术中心、工业设计中心、研发机构，分别给予200万元、50万元、10万元的一次性奖励。对智能制造工程服务机构，其年度服务收入首次达到500万元、2000万元、5000万元的，给予10万元、50万元、100万元补助。服务机构每完成1项重点行业智能制造突破方案并落地实施的，补助20万元。

（3）促进新产品（新技术、新材料）开发。通过鉴定的省级工业新产品（新技术）给予10万元的一次性奖励；通过验收的省级重点技术创新专项项目、省级重点高新技术产品开发项目、市级关键共性技术（产品）攻关项目，给予20万元的一次性资助。市级重大技术创新项目给予50万元的一次性资助。被认定为省级优秀工业新产品（新技术）一、二、三等奖的分别给予50万元、30万元、20万元的一次性奖励。

③ Promote the Development of New Products (New Technologies, New Materials). The industrial new product (new technology) at provincial level that passes the appraisal will be given a one-time bonus of 100,000 yuan. A one-time subsidy of 200,000 yuan will be given to those provincial key technological innovation projects, provincial key high-tech product development projects, and municipal key generic technology (product) tackling projects that have passed the inspection. （4）推进高端装备制造业创新发展。国家级、省级高端装备制造业首台（套）产品分别给予100万元、50万元的一次性配套或奖励；通过省级鉴定的装备类新产品，年销售收入首次达到800万元的，一次性奖励30万元。

④ Promote the Innovative Development of High-end Equipment Manufacturing. The first set product of national and provincial high-end equipment manufacturing industry will be given a one-time subsidy of 1 million yuan and 500,000 yuan respectively. One-time subsidy of 300,000 yuan will be given to new equipment products that have passed provincial appraisal and whose annual sales income reaches 8 million yuan for the first time.

（5）建设协同创新高地。大力开展政产学研用协同创新，充分发挥浙江师范大学、金华职业技术学院、金华技师学院等大中专院校和中科金华科技园、金华国际科技城等创新平台作用，鼓励企业和平台联合组建制造业创新中心，被认定为国家和省级制造业创新中心的，分别给予1000万元、500万元的资助。

⑤ Build a Highland for Collaborative Innovation. We will vigorously promote collaborative innovation between government, industry, education, research and application. Taking advantage of education resources and innovation platforms, such as Zhejiang Normal University, Jinhua Polytechnic, Jinhua Technician College, Jinhua Technology Park, Jinhua International Science and Technology City, enterprises are encouraged to jointly set up innovation centers in the manufacturing industry. Those identified as national and provincial manufacturing innovation centers will be given subsidy of 10 million yuan and 5 million yuan respectively.

（6）加大“三个一百”企业的培育。对列入培育的大企业大集团、“三名培育”试点企业及高成长企业，上年实现的综合贡献额比前一年环比增长部分，由地方财政按60%的比例给予奖励。

⑥ Focus on the cultivation of “Three 100 Project” listed enterprises. For the large enterprises and groups, the "Brand-name Cultivation" pilot enterprises and high-growth enterprises listed, the local finance departments shall reward 60% of the month-on-month growth in the comprehensive contribution achieved in the last year compared with the previous year.

（7）培育发展总部经济。新引进总部企业，按其新增综合贡献额的60%予以奖励；次年至第五年按50%予以奖励。

⑦ Foster and cultivate headquaters economy. In the first year, the newly introduced headquarters enterprise shall be awarded 60% of its additional comprehensive contribution; 50% from the second year to the fifth year.

（8）鼓励打造企业知名度。被评为全市工业十强企业、高成长标杆企业，分别给予一次性30万元和20万元奖励。被评为国家级、省级隐形冠军企业、单项冠军企业、传统制造业改造提升企业、智能制造示范企业（项目）、服务型制造示范企业（平台）、服务型制造示范项目的企业，分别给予50万元、30万元的一次性奖励。

⑧ Encourage the creation of enterprise recognition. Enterprises, listed as one of the city's top ten industrial enterprises, and a high-growth benchmark enterprise will be given a one-time subsidy of 300,000 yuan and 200,000 yuan respectively.  For the “Hidden Champion” enterprises, single champion enterprises, traditional manufacturing transformation and upgrading enterprises, intelligent manufacturing demonstration enterprises or projects, service-oriented manufacturing demonstration enterprises or platforms and service-oriented manufacturing demonstration enterprises, national level ones and provincial level ones will be given a one-time reward of 500,000 yuan and 300,000 yuan respectively.

（9）提高生物医药行业制造水平。以医药生产企业前2年综合贡献额为基数，3年内同口径环比增长10%—15%部分按综合贡献额80%予以奖励，增长15%—25%部分按90%给予奖励，增长25%以上部分100%给予奖励。

⑨ Based on the comprehensive contribution of pharmaceutical manufacturing enterprises in the first two years, within three years, the part with a month-on-month increase of 10% - 15% in accordance with the same caliber will be rewarded 80% of the total contribution; a monthly increase of 15% - 25% and above 25% will be rewarded, respectively, 90% and 100%.

（10）探索培育未来产业。企业开展航空零部件制造适航认证培训的，每通过1项适航认证，资助30万元。适航认证服务机构在本市落地，帮助企业通过适航认证并获得首笔订单的，每项奖励20万元。

⑩Explore and cultivate future industries. Enterprises that carry out training on airworthiness certification for aviation parts manufacturing will receive a subsidy of 300,000 yuan for each airworthiness certification they pass. If the airworthiness certification service organization lands in This city and helps the enterprise pass the airworthiness certification and obtain the first order, the service organization will get subsidy of 200,000 yuan per item.

5.数字经济发展政策（金政发〔2018〕26号）

(5) Policy on the Development of Digital Economy

（1）强化企业培育：A.综合贡献奖励。对企业前三年按综合贡献额予以全额奖励；后七年按50%予以奖励。B.企业荣誉奖励。对获得国家级、省级荣誉称号的企业，分别给予50万元、30万元的一次性奖励。C.高管贡献奖励。对企业高管人员按综合贡献额予以奖励；对公司董事转让本公司个人股权，按综合贡献额的50%予以奖励。

①Strengthen enterprise cultivation. A. Reward with comprehensive contributions. The enterprise will be fully rewarded according to its comprehensive contribution in the first three years; for the next seven years, 50% will be awarded. B. Reward honored enterprises. One-time reward of 500,000 yuan and 300,000 yuan will be given to enterprises with national and provincial honorary titles respectively. C. Reward senior executives. Reward senior executives according to their comprehensive contributions; company's directors who transfer the company's personal equity, will be rewarded 50% of the comprehensive contribution.

（2）做大做强电子信息制造业。重点支持集成电路、传感器与物联网终端、芯片产业发展，对企业前三年按综合贡献额予以全额奖励；后两年按50%予以奖励。

② Develop the electronic information manufacturing industry. We will focus on supporting the development of integrated circuits, sensors and Things Internet terminals, and chips. The enterprise shall be fully rewarded according to its comprehensive contribution in the first three years; for the next two years, 50% will be awarded.

（3）布局量子通信应用等前沿产业。鼓励开展量子通信应用技术和服务模式推广，对于落户本地的企业，给予办公场地、机房和运营费用的扶持。支持落地公司积极开展量子应用技术研究开发，对外拓展推广量子产业，按收入的一定比例给予补助。

③ Layout of quantum communication applications and other frontier industries. We will encourage the promotion of quantum communication application technology and service mode, and support local enterprises in office space, computer room and operating expenses for.

（4）强化产业链招商。对国内外知名企业，在市区设立全国性总部、区域性总部或投资重大项目、实到资本金达5000万元以上（含）的，给予200万元一次性落户奖励。

④ Strengthen the investment attraction of industrial chain. The well-known enterprises at home and abroad, which set up national headquarters or regional headquarters in Jinhua urban area or invest in major projects with a capital of more than 50 million yuan (including 50 million yuan), will be given a one-time bonus of 2 million yuan for settling down.

（5）鼓励发展股权投资。对国内外战略投资、风险投资、私募股权投资等机构在市区设立独立法人机构的，5年内按综合贡献额80%予以奖励；对上述机构参与市区数字经济企业战略投资的，正常退出时，按综合贡献额80%予以奖励。

⑤ Encourage the development of equity investments. For domestic and foreign strategic investment, venture capital investment, private equity investment and other institutions that set up independent legal person institutions in urban areas, 80% of the comprehensive contribution will be awarded within 5 years. The institutions mentioned above that participate in the strategic investment of digital economy enterprises in urban areas, will be awarded 80% of the comprehensive contribution when the investment normally exits.

（6）提升创新发展能力。对具有自主知识产权的研发类项目，按实际投资额15%予以补助，单个企业补助资金最高不超过500万元。对企业开展各类资质认证予以一定补助。

⑥Enhance capacity of innovation and development. Research and development projects with independent intellectual property rights shall be subsidized by 15% of the actual investment amount, and the subsidy for a single enterprise shall not exceed 5 million yuan. Grant certain subsidies shall be given to enterprises for carrying out various kinds of quality certification.

6.“双龙引才”政策（金委发〔2020〕6号）

(6) “Shuanglong Talent Introduction” Policy

（1）实施创业创新人才“双龙计划”。对“双龙计划”创业创新团队、重大想、创业创新领军人才、后备领军人才分别给予最高2000万元、1000万元、500万元、200万元的奖励资助。增设创新人才短期项目，给予最高50万元资助。

① Implement the "Shuanglong Plan" for entrepreneurial and innovative talents. Entrepreneurship and innovation team, leading talent of major project, entrepreneurship and innovation, and reserve leading talent, who are listed in "Shuanglong Plan", shall be given subsidy of at most 20 million yuan, 10 million yuan, 5 million yuan, 2 million yuan respectively. Add a short-term project for innovative talents, and grant a subsidy of 500,000 yuan at most.

（2）实施青年博士倍增计划。对全职引进的博士、博士后、教授、教授级高级工程师等青年人才，给予三年最高25万元生活补助。对新建成的国家级博士后科研工作站，给予100万元建站资助。

② Implement the “Youth PHD Increase Program”. Young talents, such as doctors, postdocs, professors and senior engineers, who are introduced to do full time job, will be given living subsidies of at most 250,000 yuan for three years. One million yuan will be given to the national post-doctoral research stations which are newly built in Jinhua.

（3）实施大学生来（留）金计划。对新引进额硕士、本科、大专毕业生（含在金高校）给予三年最高10万元生活补助。

③ Carry out the “University and College Student’s Introduction Plan”. The newly introduced postgraduate, undergraduate, junior college graduates (including the students from colleges and universities in Jinhua) will be given living subsidies of 100,000 yuan at most for three years.

7.外商投资准入特别管理措施（负面清单）（2020年版）

(7) Special Administrative Measures (Negative List) for the Access of Foreign Investment (2020)

General

一、《外商投资准入特别管理措施（负面清单）》（以下简称《外商投资准入负面清单》）统一列出股权要求、高管要求等外商投资准入方面的特别管理措施。《外商投资准入负面清单》之外的领域，按照内外资一致原则实施管理。

1. Restrictive measures on foreign investment are listed in the Special Administrative Measures (Negative List) for the Access of Foreign Investment, hereby referred to the List, including requirements on stock rights and senior leadership, excluding restrictive measures which are coherent for domestic and foreign investment, and not within the ambit of access administration.

二、《外商投资准入负面清单》对部分领域列出了取消或放宽准入限制的过渡期，过渡期满后将按时取消或放宽其准入限制。

2. Transitional periods for the removal or relaxation of access restrictions are listed for some areas in the List, and the access restrictions will be lifted or relaxed on time after the expiration of the transitional period.

三、境外投资者不得作为个体工商户、个人独资企业投资人、农民专业合作社成员，从事投资经营活动。

3. Foreign investors are not allowed to operate as privately-owned business, sole proprietorship or member of farmer specialized cooperative societies.

四、有关主管部门在依法履行职责过程中，对境外投资者拟投资《外商投资准入负面清单》内领域，但不符合《外商投资准入负面清单》规定的，不予办理许可、企业登记注册等相关事项；涉及固定资产投资项目核准的，不予办理相关核准事项。投资有股权要求的领域，不得设立外商投资合伙企业。

4. In the course of performing their duties according to law, the competent authorities shall not handle the relevant matters such as license, enterprise registration and registration for overseas investors who intend to invest in the fields in the List but fail to comply with the provisions of the List. If it involves the approval of a fixed asset investment project, the relevant approval matters shall not be handled. No foreign-invested partnership enterprises shall be established in the fields where equity ownership is required.

五、经国务院有关主管部门审核并报国务院批准，特定外商投资可以不适用《外商投资准入负面清单》中相关领域的规定。

5. The provisions of relevant fields in List may not apply to specific foreign investment which has been examined by the relevant competent department of the State Council and submitted to the State Council for approval.

六、境内公司、企业或自然人以其在境外合法设立或控制的公司并购与其有关联关系的境内公司，按照外商投资、境外投资、外汇管理等有关规定办理。

6. Relevant provisions on foreign investment, overseas investment and foreign exchange administration shall be followed for foreign firms which are set up or controlled legally by domestic firms, enterprises or natural persons to merge domestic firms which they have connections.

七、《外商投资准入负面清单》中未列出的文化、金融等领域与行政审批、资质条件、国家安全等相关措施，按照现行规定执行。

7. Cultural, financial and other fields as well as relevant measures such as administrative examination and approval, qualification conditions and national security not listed in the List shall be implemented in accordance with the current regulations.

八、《内地与香港关于建立更紧密经贸关系的安排》及其后续协议、《内地与澳门关于建立更紧密经贸关系的安排》及其后续协议、《海峡两岸经济合作框架协议》及其后续协议、我国缔结或者参加的国际条约、协定对境外投资者准入待遇有更优惠规

定的，可以按照相关规定执行。在自由贸易试验区等特殊经济区域对符合条件的投资者实施更优惠开放措施的，按照相关规定执行。

8. In case there are other provisions in the Mainland-Hong Kong Closer Economic Partnership Arrangement, and its supplementary agreements the Mainland-Macao Closer Economic Partnership Arrangement and its supplementary agreements the Mainland-Taiwan Economic Cooperation Framework Agreement and follow-up agreements, FTA and investment agreements signed by China with other countries, the provisions shall apply. In the case there are other provisions in pilot free trade zones and other special economic zones, more opening up and referential, the provisions shall apply.

3.Open International Environment

Jinhua is an important pilot area for the reform and opening up of the province and the country.
